What is CDPAP Home Care in New York City?
CDPAP stands for Consumer Directed Personal Assistance Program. The Medicaid program provides home care, home health aides, and nurses to people who need assistance with daily living or skilled nursing services. Recipients may choose their caregivers.
The recipient or the person acting on behalf of the recipient is responsible for hiring, training, supervising, and firing the aide. They must also keep track of all payroll records and arrange backup coverage when necessary.
How to Receive Care
Anyone 18 and over is eligible for services. Individuals must undergo a health examination to determine if they meet the program requirements.
People under 18 can also receive care but must first get a Physician’s Order for Services completed by their doctor. Individuals must send the form to the local social services district. The district will assess whether the individual is eligible.
What are CDPAP Requirements?
Recipients will be eligible for the program if they are able and willing to make informed decisions regarding their care or have a legal guardian or designated relative who can make those decisions.
Financial requirements also come into play. The New York State of Health will determine financial eligibility based on Modified Adjusted Gross Income (MAGI) rules. These are the same rules the IRS uses to judge eligibility for tax credits. Eligibility groups include:
- Adults not eligible for Medicare
- Children,
- Pregnant people
- Parents and caretaker relatives of people with Medicare
These individuals can apply for CDPAP through the NY State of Health.
Non-MAGI eligibility groups include:
- Seniors who are not a parent or caretakers of someone with Medical
- Blind or disabled individuals who require home care
- Residents of state-run adult homes
- People who participate in foster programs
- Individuals screened for Presumptive Eligibility
- Individuals eligible for COBRA, the Medicare Savings Program, the AIDS Health Insurance Program, or the Medicaid Buy-in Program for Working People with Disabilities.
These individuals must apply for CDPAP through the Local Department of Social Services or a Facilitated Enroller for the Aged, Blin, and Disabled.
